Where the duty lies
The principle is long-established: anyone responsible for a floor the public or staff use must keep it safe and be able to show they have checked. That follows from the Health and Safety at Work Act and the Workplace Regulations, and across Welsh care settings, Care Inspectorate Wales (CIW) expects slip risk to be properly managed. A measured value is the evidence.
